Ukraine's parliamentary elections 2006: preliminary conclusions
More than 200 international observers from the Ukrainian Congress Committee of America (UCCA) fulfilled their duties at various polling stations in 16 oblasts of Ukraine and the Autonomous Republic of Crimea, as well as 5 polling stations in the United States. The UCCA finds that the 2006 parliamentary elections in Ukraine were conducted in a free, open and transparent manner.
International observers from the UCCA have registered insignificant technical problems, mainly, misspellings or other minor inconsistencies in the voter lists and the lack of space interfering with the voters’ ability to cast their votes in secret. It is necessary to note the following organizational issues:
- Some members of the electoral commissions did not possess sufficient legal knowledge;
- Polling stations were not adequately equipped.
All these difficulties, in our opinion, occurred because the parliamentary elections were combined with the elections to the municipal organs. All observers, without exception, noted the extremely long lines the voters had to endure in order to register; some people had to wait for hours to receive their ballots(-s). The 2006 parliamentary elections demonstrated that Ukraine continues to move along the road of reforms and the significant voter turnout provides evidence that the civic community, which ensures that every vote matters in the deciding the future of the country, continues to strengthen.
In addition to that, the UCCA observers, who have a long-time experience of observing parliamentary and presidential elections (1994, 1998, 1999, 2002, and 2004) underscored that the pre-electoral campaign and the atmosphere in Ukraine on the whole were democratic. All political forces had equal access to the media and there was no evidence of government interference, as opposed to the previous campaigns.
In order to minimize the time needed to count the votes as well as to simplify the voting process for the Ukrainian electorate, the UCCA proposes that parliamentary and local elections be held separately. The UCCA also recommends including professionals familiar with the electoral legislation and elections procedures in electoral commissions.
The UCCA would like to express sincere gratitude to the Central Elections Commission of Ukraine (CEC), headed by Mr. Yaroslav Davydovych, for overall cooperation and the chance to observe the elections. This allowed our organization to be part of establishing Ukraine’s democracy yet again.

ВИБОРИ-2006 ОЧИМА СПОСТЕРІГАЧІВ УКРАЇНСЬКОГО КОНГРЕСОВОГО КОМІТЕТУ АМЕРИКИ: ПОПЕРЕДНІ ВИСНОВКИ
Понад 200 міжнародних спостерігачів від Українського Конгресового Комітету Америки (УККА) здійснювали спостереження в 16 областях України та Автономній Республіці Крим, а також на 5 виборчих дільницях США. Враховуючи всю попередньо зібрану інформацію, УККА стверджує, що парламентські вибори 2006 року відбулися вільно, відкрито та прозоро.
Міжнародними спостерігачами від УККА було зафіксовано незначні технічні проблеми, головним чином, це випадки неточностей у виборчих списках, проблема відсутності можливості таємного голосування через великі черги на виборчих дільницях. Серед організаційних моментів слід зауважити наступне:
- правова необізнаність окремих членів територіальних виборчих дільниць;
- недостатня матеріально-технічна база ТВК.
Все це, на нашу думку, виникло внаслідок поєднання виборів до центральних та місцевих органів влади. Всі без виключення спостерігачі зазначили великі черги під час реєстрації виборців, деякі люди чекали по декілька годин перед тим, як отримати свій бюлетень/ні. Вибори-2006 продемонстрували, що Україна йде демократичним шляхом перетворень, а активність виборців засвідчує становлення громадянського суспільства, де від кожного голосу залежить майбутнє країни.
Крім того, спостерігачі від УККА, які вже мають довготривалий досвід спостереження за парламентськими та президентськими виборами (1994, 1998, 1999, 2002, 2004 рр.), зазначають, що перебіг передвиборчої кампанії та сама атмосфера в Україні були демократичними. Усі політичні сили мали рівний доступ до ЗМІ, не спостерігалось застосування адміністративного ресурсу, на відміну від попередніх виборчих кампаній.
З метою мінімізувати підрахунок голосів та полегшати процес голосування для українського електорату, Український Конгресовий Комітет Америки пропонує проводити загальнонаціональні та місцеві вибори окремо. УККА також рекомендує залучати до складу місцевих виборчих комісій професіоналів, обізнаних на виборчому законодавстві та процедурі здійснення виборів.
УККА висловлює щиру подяку Центральній Виборчий Комісії України на чолі з паном Давидовичем Я.В. за всебічне співробітництво та надану можливість здійснювати спостереження за виборами. Це дозволило нашій організації ще раз долучитися до процесу становлення демократичного суспільства в Українській державі.
Український Конгресовий Комітет Америки вітає український народ та приєднується до нього у святкуванні нової перемоги демократії.
УККА, який цього року відзначив своє 65-річчя, офіційно зареєстрований
Центральною Виборчою Комісією України та приймає делегації міжнародних спостерігачів, починаючи з 1994 року.
