Commentary
by the Ministry of Foreign Affairs of Ukraine
on the issue of observation of human rights as a key element of Ukraine's present-day foreign policy
13 April 2005 — The new State authority of Ukraine has emerged on the ground of non-violent protest of the Ukrainian people against the neglect of its fundamental rights, primarily, of its right to a free will.
The consolidation of democracy, the rule of law and respect for human rights and freedoms have become the most important fundamental values of Ukraine's domestic policy as well as have determined new accents in the foreign policy of the State.
Their essence lies in the compliance with international commitments and standards in the field of human rights and promotion of their universal application.
Implied here are the inalienable human rights and freedoms enshrined in basic instruments of the United Nations, OSCE and the Council of Europe.
Ukraine, as a responsible member of international relations, has no intention to intervene in the internal affairs of other states, being fully respectful of their sovereignty.
At the same time, Ukraine will not remain indifferent to the issue of human rights in other countries, particularly in the post-Soviet space. Therefore, we will only be drawing attention of our international partners to the commitments they have voluntarily assumed in the framework of international organizations.
In this broad context, the mentioning of Cuba and Belarus in the Joint Ukraine - United States of America Statement dated 4 April 2005 is a particular reflection of Ukraine's new foreign policy accents. These accents also stipulate changes in the position of our Delegation at the current session of the United Nations Commission on Human Rights.
For a long time sincere sympathy and friendship has existed between the peoples of Ukraine, Belarus and Cuba. There were sad moments in their common past as well.
Together with the people of Belarus, the Ukrainians have survived the terrible Chornobyl catastrophe. We have a full mutual understanding and respect at the level of interpersonal contacts and family ties.
We are sincerely grateful to the friendly people of Cuba for its priceless fifteen year long assistance in the rehabilitation of Ukrainian children, affected by the Chornobyl disaster.
At the same time, we believe that true friends can always be frank in discussing the existing problems, including in the sphere of democracy.
The way the situation in Belarus and Cuba is discussed in the United Nations' organs as well as in other authoritative international organizations (OSCE, Council of Europe, the EU) testifies to the fact that these problems are not far-fetched.
The inadequate reaction by the Authorities of Belarus and Cuba has been prompted by the fact that it was Ukraine who has called for consolidation of democracy in those states. That is understandable, as in the past years the policy of double standards was characteristic of the former Ukrainian Government.
Ukraine has changed. And those changes are irreversible. We are confident that soon they will become obvious to all our international partners.
Ukraine has always been one of the most active participants in the United Nations peacekeeping operations. It has been considerably contributing to the lessening of the nuclear threat, to the arms control and non-proliferation, as well as to the European and regional stability and security.
From now on, that very role and that very contribution are supplemented with a clear political and humanistic position that became possible due to the consolidation of democracy in Ukraine.
Ukraine is becoming a civilized democratic nation that actively supports universal democratic values and principles in international relations.

щодо питання дотримання прав людини як одного з ключових елементів зовнішньої політики України на сучасному етапі
13 квітня 2005 р. — Нова влада України постала на ґрунті ненасильницького протесту народу проти нехтування його фундаментальними правами, в першу чергу, правом на вільне волевиявлення.
Утвердження демократії, верховенства права і поваги до прав і свобод людини стали найважливішими засадничими цінностями внутрішньої політики і зумовили нові акценти в зовнішній політиці держави.
Суть їх полягає у дотриманні міжнародних зобов'язань і стандартів в галузі прав людини і сприяння їх універсальному утвердженню.
При цьому маються на увазі невід'ємні права і свободи людини, закріплені в базових документах ООН, ОБСЄ, Ради Європи.
Як відповідальний учасник міжнародних відносин Україна не має наміру втручатися у внутрішні справи інших держав, повною мірою поважаючи їх суверенітет.
Водночас наша держава не залишатиметься байдужою до питання дотримання прав людини в інших країнах, зокрема на пострадянському просторі. Україна лише звертатиме увагу наших міжнародних партнерів на ті зобов'язання, які вони добровільно взяли на себе в рамках міжнародних організацій.
У цьому широкому контексті згадка про Кубу і Білорусь в українсько-американській спільній заяві від 4 квітня 2005 року є конкретним відображенням нових зовнішньополітичних акцентів України. Ці акценти зумовлюють і зміни в позиції делегації України на нинішній сесії Комісії ООН з прав людини.
Між українським і білоруським та кубинським народами довгий час існують щира симпатія і дружба, а подекуди й спільне сумне минуле.
З білорусами українці разом пережили страшну Чорнобильську катастрофу. На рівні міжлюдських контактів і родинних зв'язків між нами є повне взаєморозуміння і взаємоповага.
Дружній кубинський народ вже 15 років надає неоціненну допомогу в оздоровленні українських дітей, постраждалих від Чорнобильського лиха, і за це українці висловлюють щиру вдячність.
Разом з тим ми виходимо з того, що справжні друзі завжди можуть відверто говорити про існуючі проблеми, в тому числі у сфері демократії.
Те, що ці проблеми не є надуманими свідчить той факт, що в органах ООН, а також в інших авторитетних міжнародних організаціях (ОБСЄ, Рада Європи, ЄС) саме таким чином обговорюються ситуації в Білорусі і на Кубі.
Неадекватна реакція білоруських і кубинських властей викликана тим, що заклик сприяти утвердженню демократії в цих країнах прозвучав саме з боку України. І це зрозуміло, адже в минулі роки подвійні стандарти були визначальною рисою попередньої української влади.
Україна змінилася, і ці зміни незворотні. Переконані, що з часом ці зміни стануть очевидними для всіх наших міжнародних партнерів.
Наша держава була і залишається одним з найактивніших учасників миротворчих операцій ООН, зробила і робить вагомий внесок у зменшення ядерної загрози, контроль над озброєннями і режими нерозповсюдження, у європейську і регіональну стабільність і безпеку.
Віднині ця роль і цей внесок доповнені чіткою політичною і гуманістичною позицією, що стало можливим саме завдяки утвердженню демократії в Україні.
Україна стає цивілізованою демократичною державою, яка активно підтримує загальнолюдські демократичні цінності і принципи у міжнародних відносинах.
