    Mark re-introduces Ukrainian and Chinese redress legislation

    Ottawa — Today, in the House of Commons, Dauphin-Swan River-Marquette MP Inky Mark re-introduced his Private Member's Bill for the Ukrainian Canadian Restitution Act as well as the Chinese Canadian Recognition and Restitution Act.

    Mark's Bill on Ukrainian redress calls on the federal government "to recognize the injustice that was done to persons of Ukrainian descent and other Europeans who were interned at the time of the First World War and to provide public commemoration and for restitution, which is to be devoted to education and promotion of tolerance."

    "In 1993, Jean Chrétien, Leader of the Liberal Party wrote in a letter that he was in favour of not only acknowledging the internment operations but also providing restitution to those who were held unjustly. It is long passed time for the Liberals to follow through on this promise," Mark stated.

    Mark's other Bill, The Chinese Canadian Recognition and Restitution Act calls on the federal government to publicly recognize the circumstances surrounding the collection of a 'head tax" from Chinese immigrants and the passing of the Exclusion Act in 1923. The legislation would also see that some of the money collected from Chinese immigrants was returned. In turn, the money would be put into an educational foundation to promote racial harmony.

    "Today, there are over 1 million Canadians of Chinese descent. The sacrifices and achievements of their forefathers must be acknowledged and commemorated in a proper manner."

    Just prior to the 2004 federal election, candidates from all federal parties endorsed this legislation with members of the Conservative Party, the Bloc Quebecois, and the NDP supporting it unanimously.

    "These Bills bring to the forefront two of the darkest moments in Canada's history. After years of delays and excuses, they deserve to be dealt with. It is this Liberal government's responsibility to make amends for past injustices," Mark concluded.

    Inky Mark dépose de nouveau les projets de loi portant sur l'indemnisation des Canadiens d'origine ukrainienne et chinoise

    Ottawa — À la Chambre des communes aujourd'hui, le député de Dauphin-Swan River-Marquette, Inky Mark, a déposé de nouveau ses deux projets de loi d'initiative parlementaire, la Loi sur l'indemnisation des Canadiens d'origine ukrainienne et la Loi sur la reconnaissance et l'indemnisation des Canadiens d'origine chinoise.

    La première loi presse le gouvernement fédéral de " reconnaître l'injustice commise à l'égard des personnes d'origine ukrainienne et autres Européens par suite de leur internement pendant la Première Guerre mondiale, à marquer publiquement le souvenir de cet événement et à prévoir une indemnisation devant servir à l'éducation du public et à la promotion de la tolérance ".

    "En 1993, le chef du Parti libéral, Jean Chrétien, disait dans une lettre souhaiter qu'on reconnaisse que les activités d'internement ont eu lieu et que les personnes détenues injustement soient indemnisées. Les libéraux auraient dü donner suite à cette promesse il y a très longtemps", a indiqué Monsieur Mark.

    Le deuxième projet de loi présenté par Inky Mark, la Loi sur la reconnaissance et l'indemnisation des Canadiens d'origine chinoise, presse le gouvernement fédéral de reconnaître publiquement les circonstances qui ont entouré l'imposition d'une taxe d'entrée aux immigrants chinois et l'adoption en 1923 de la loi visant à restreindre l'immigration chinoise. Le projet de loi prévoit également le remboursement d'une partie des sommes perçues auprès des immigrants chinois, qui seraient versées dans un fonds d'éduction visant à favoriser l'harmonie entre les races.

    Le Canada compte aujourd'hui plus d'un demi million de Canadiens d'ascendance chinoise, et il convient de souligner comme il se doit les réalisations de leurs ancÊtres et les sacrifices qu'ils ont consentis.

    Juste avant les élections fédérales de 2004, les candidats de tous les partis ont approuvé cette loi et le Parti conservateur, le Bloc québecois et le NPD l'ont appuyée à l'unanimité.

    Les deux projets de loi mettent au premier plan deux des plus sombres moments de l'histoire de notre pays. Après des années d'atermoiements et d'excuses, il est temps de prendre les mesures qui s'imposent. Le gouvernement libéral en place a le devoir de corriger les injustices passées ", a conclu Inky Mark.
