Washington, November 9, 1999 -- On September 23-24, the U.S.-Ukraine Foundation held a three-day conference in Washington, DC for representatives of the 18 American partner communities in its Community Partnerships Program (CPP). This program, whose goal is to foster local government reform in Ukraine, is funded by the U.S. Agency for International Development (USAID). The event marked the first time all the American partner communities met each other face to face because it brought together both the established partners who have been working with the project since the beginning, and the newest additions, whose partnerships were finalized just this summer.

The conference opened with a session entitled Partnerships and Local Government Reform in Ukraine held in the Rayburn House Office Building. Representative Marcy Kaptur (D-OH), John Tedstrom (Director of Russian, Ukrainian, and Eurasian Affairs, National Security Council), and Dr. Anton Buteiko (Ambassador of Ukraine to the U.S.) spoke about the impact programs such as CPP are having on furthering U.S. foreign policy and strengthening the strategic partnership between the U.S. and Ukraine.

The speakers underscored the importance of reform at the grassroots level. "I really think if societies that are struggling to move themselves forward can learn anything from us, it is to gain an appreciation of how you unleash local ability in every sector," said Congresswoman Kaptur. John Tedstrom echoed this theme. "We, Ukraine, the United States and our European partners, need to increase our attention to the grassroots. Simply put, we need to create informed demand for change in Ukraine. Without it, political leaders are literally rudderless," he added.

A roundtable on Seeds of Reform Taking Root through U.S.-Ukraine Community Partnerships lead by Congressman Maurice Hinchey (D-NY), George Ingram, Deputy Assistant Administrator at USAID, and Karen Hasara, Mayor of CPP partner community Springfield, IL, followed the opening session. The day ended with a wine and cheese reception on Capitol Hill, where Congressmen Benjamin Gilman (R-NY), Vic Snyder (D-AR) and William Taylor (Special Advisor to the President and Secretary of State on Assistance to the NIS) met and spoke with project participants.

Congresswoman Marcy Kaptur (D-OH), Dr. Anton Buteiko (Ambassador of Ukraine to the United States), and Dr. John Tedstrom (National Security Council), addressed project participants, Congressional aides, and other observers at the CPP conference’s opening session on Capitol Hill.

The conference continued on September 24 at the Ronald Reagan Building. Participants met with Donald Pressley, USAID Assistant Administrator, and George Ingram to discuss USAID strategies and goals in Ukraine. Danielle Arigoni of the USAID Global Mission, shared some lessons learned from a previous USAID partnership project. Ann Schodde, Executive Director of the Iowa Council for International Understanding in Des Moines, and Walter Nunn, Director of the Arkansas International Center in Little Rock, led a discussion about the experiences of CPP partner communities. CPP Deputy Project Director Olivia Kew presented a report on the accomplishments of CPP to date.

In the afternoon, participants moved to the Crystal City Marriott for working sessions that continued on September 25^th. Each partner community had the opportunity to share thoughts and insights about its partnership. Judy Hansen, USAID Municipal Development Advisor andUSAID’s project manager for CPP in Kyiv, also spoke with participants about USAID objectives and answered questions. "This truly is an excellent program and the principles of the program in terms of partnerships and training and education are really key to what Ukraine needs at this time, and indeed it is working," she said.

Вашінґтон, ДК, 9 листопада, 1999 -- 23-24 вересня, 1999, Фундація Україна-ЗСА провела триденну конференцію у Вашінґтоні, для представників 18 громад-партнерів, які працюють в рамках Українсько-американської Програми: Партнерства громад для поширення досвіду місцевого самоврядування (ППГ). Ця програма здійснюється за фінансової підтримки Агентства ЗСА з міжнародного розвитку. На конференції американські учасники програми мали нагоду всі разом познайомитися та вислухати пляни на майбутнє своїх партнерств.

Конференція розпочалася сесією на тему Партнерства і реформа міського самоврядування в Україні. Президент Фундації Україна-США Надія МакКоннел привітала всіх присутніх. Марсі Каптур, Представник стейту Огайо в Палаті Представників Конґресу ЗСА, Джон Тедстром, Директор Російських, Українських, та Евразійських Справ при Раді Державної Безпеки, і Др. Антон Бутейко, Посол України в ЗСА насвітлили вплив програм місцевого саморядування на сприяння американської політики та на розвиток стратегічного партнерства між Україною і ЗСА.

Доповідачі підкреслили важливість реформ на найнижчих рівнях. "Я думаю, що найбільш корисним для суспільства, яке хоче поліпшити своє становище, це зрозуміти як в найкращий спосіб використати недооцінені здібності свого місцевого населення," сказала М. Каптур. Джон Тедстром повторив цю думку такими словами: "Ми – Україна, ЗСА і наші европейські партнереи – повинні присвячувати більше уваги на уповноваження загального населення. Потрібно виробити поінформоване населення, яке б домагалося потрібних реформ. Без цього, політичні провідники, буквально, без керма."

Круглий стіл на тему Закорінення реформ через українсько-американські громадські партнерства відбувся після відкриття. Учасники цієї дискусії були Конґресмен Моріс Гінчі (Д- Нью Йорк), Джордж Інґрам, Другий Заступник Директора Аґентства ЗСА для міжнародного розвитку, і Карен Гасара, мер міста-партнера ППГ Спринґфілд, Ілліной. День закінчився прийняттям в Капітолію, на яке прибули Конґресмени Бенджамін Ґілман (Р-Ню Йорк), Вік Снайдер (Д-Аркансас) і Віллям Тейлор (Спеціяльний радник Президентові і Державному Секретареві про надання допомоги ННД).

Конференція продовжувалася на другий день, 24 вересня в приміщеннях Будинку ім. Роналда Рейґена. Учасники зустрілися з Доналдом Преслі, Заступником Адміністратора Аґентства ЗСА для міжнародного розвитку і знову з Джорджем Інґрамом. Обговорено стратегії та цілі Аґенства в Україні. Данієл Аріґоні з Ґлобальної Місії Аґенстсва ЗСА поділилася досвідом інших партнерських проєктів Аґенства в яких вона брала участь. Анн Шодді, Виконавчий Директор Айовської ради з міжнародного порозуміння у Де Мойні, і Валтер Нанн, Директор Аркансаського міжнародного центру в Літтл Року, провадили дискусією про набутий досвід. Заступник Директора ППГ у Вашінґтоні, Олівія К’ю звітувала про головні досягнення програми.

Пополудні, учасники перейшли до готелю Кристал Ситі Марріотт на робочі сесії, які продовжувалися до 25-го вересня. Кожна громада-партнер мала нагоду поділитися думками та набутим досвідом в рамках програми. Джуді Гансен, Радник з питань муніціпального розвитку при Аґентстві ЗСА для міжнародного розвитку та Менеджер ППГ для Аґенстсва в Києві, також говорила з учасниками про цілі Аґентства і відповідала на різні запитання. "Це дійсно відмінна програма і принципи, якими вона керується – партнерство, тренування і освіта - є ключевими для сучасної України. Ця програма працює," вона додала.
