On the Working Group for the Establishment of Public Television and Radio Broadcasting of Ukraine

In supporting public initiative and with the purpose of providing for information interests of various society groups, in order to enhance the access of political parties and non-governmental organizations to National Television and Radio Broadcasting, I hereby resolve:

1. To set up the Working Group for the Establishment of Public Television and Radio Broadcasting of Ukraine.

To appoint Mr. Pocheptsov Georgiy Georgievich, Deputy Chair of the Department of International Communications and Public Relations of the Institute of International Relations ofT. Shevchenko Kyiv National University, the Head of the Working Group.

Mr. G.Pocheptsov to submit the proposals on the composition of the Working Group within a month's term.

2. The Working Group to prepare the proposals on the Establishment of Public Television and Radio Broadcasting of Ukraine by July 1, 2001.

3. The Administration of the President of Ukraine to provide the Working Group with technical support.

On the Commission to Facilitate the Development of Civil Society

With the purpose of facilitating the accelerated establishment and development of civil society institutions in Ukraine, and in supporting the public initiative, and in conformity with Paragraph 28 of Article 106 of the Constitution of Ukraine, I hereby resolve:

1. To establish the Commission with the President of Ukraine to Facilitate the Development of Civil Society (hereinafter The Commission).

2. To appoint Mr. Malynkovych Volodymyr Dmytrovyvch, Director of the Ukrainian Branch of the International Institute for Humanitarian and Political Studies, the Head of the Commission.

3. The Head of the Commission to submit within a month's term the proposals on the composition of the Commission and the Draft Status of the Commission to Facilitate the Development of Civil Society.

4. The Administration of the President of Ukraine to provide the Commission with technical support.

On the All-Ukrainian Public Council

With the purpose of strengthening democratic grounds for social-and political development of Ukraine, I hereby resolve:

1. To support the initiative of the Organizing Committee, which among its members includes prominent participants of the human rights protection movement I. Dzuba, S. Gluzman, V. Malynkovych, L. Tanuk on the establishment of All-Ukrainian Public Council that pursues the following main objectives:

to study Draft Laws, Presidential Decrees, Resolutions by the Cabinet of Ministers and central bodies of executive power in order to determine their conformity with generally recognized norms of the international law and standards of democratic society, and in order to prepare appropriate proposals;

to facilitate the implementation of the principles of transparency and openness in the work of the state bodies of power.

2. To establish that the proposals of the All-Ukrainian Public Council shall be mandatory for consideration by state bodies of power.

3. The Cabinet of Ministers of Ukraine, the Administration of the President of Ukraine to assist the Organizing Committee in establishing the All-Ukrainian Public Council and in conducting its activity.
