There are no legal restrictions for the Ukraine apartments ownership for foreigners (private persons or companies).
Price of apartment in those 3 cities depends on:
1) Location;
2) Quality of apartment and house(renovation, dimensions, neighbourhood);
Be more specific in your demands if you want to get price estimation (for example, in Kiev apartments price range is 5.5 K$ - 1.000 K$)
