Absolutely not true. If you have all your paperwork in order nobody is going to stop you. Your passport must have 2 stamps in it. The first one says that you are residing permanently in some country other than Ukraine (US I presume) and the second one should say that you have been registered with the local consulate of Ukraine (New York, Chicago, Washington, DC) No problems whatsoever.
