They do sometimes pay attention to them, but not generally if it is an expatriate's computer. I was traveling with my Ukrainian business associate, and they questioned him about his computer when we were entering the country. He was actually just carrying mine, and when we explained that, there was no problem.
If I am entering with a laptop I always include it on the declaration.
But they do not open and seal anything.
