under State Taxe Administration of Ukraine regulations every private person-owner of apartment who is renting his flat out should register (show) rent contract to local ZEK supposing that organisation will inform taxmen about that. Primarily it was directed toward long term rent profits (you know - there are 5 and 7 K$ per month apartments in Kiev also). Local centrally located ZEKs do not do their job, because they have more profitable things to do (central estate and land leasing with huge bribes and so on...).
It concerns private persons only, because companies who own their apartment and operate them in means or rent should show profit/loss in their accounting. If tax administration discovers tax evasion - the most owner should do is to pay small fine and appropriate taxes. Buy the way, there are couple of legal ways of eliminating or minimization of taxes now.
Dan, I think it should not bother you as a payer. It is problems of owners an their taxes.
You have the right permit nobody to your apartment and simply call owner in case of such a problem (very unlikely).
Nobody can enter your apartment without prescript of attorney if you have rent contract between you and owner (by the way, such a contracts do not need to be signed by notary - two signatures of owner and tenant should be enough). Such a contract have legitimate force without registering in ZEK.
Society is waiting for the new Civil and Living code which should be adopted soon by Verkhovna Rada - there will be some changes in regulations.
