yes Mir, it is I have been there twice on Businss I rented a car in Kherson, (first foreigner to do so at the fiat agents, the paperwork took me all of 3 hours!! I drove back and forwards from Odessa, a quick enough road, I think it was a couple of hours
Kherson is bigger, some huge ex Soviet shipyards, the river is a nice stroll, but as I said polluted
