Yes in theory you are right but not practical at all it is a bother to register to OVIR each six months as long as he's got married with an ukrainian woman more further if they have children deportation in unlikely so don't worry my advice if you behave as an ukrainian guy also looks like one of them, much better not to register if the police or customs authorities "catch" him just smile well just pay the fine did you know the fine for his case is cheaper than the cost of registration only $25 USA dollars perhaps the ukrainians may think..."well he is almost an ukrainian guy"... :-)
