The opposite is true. People who come to teach English, or anything, in Ukraine , or anywhere in Eastern Europe, are in fact very dedicated and have a positive attitude, simply because they are not in it for the money. Teaching is a very respected profesion in Ukraine or in Russia, unlike in the US, where teachers get very little respect. Many teachers are getting out of teaching in the US. In many American public high schools they literally fear for their lives from students. I've taught in Ukraine for 3 months in a volunteer program, where they only provided room and board. It was easily the best teaching experience in my life.
