Has anyone got a Ukraine visa in Warsaw?

The Ukraine consulate in Krakow insists that an invitation letter is needed for a private or business visa. This is contrary to the information on the official Ukraine embassy websites in London, Ottawa, and Washington.

Has anyone dealt with the embassy in Warsaw recently? They don't have a website that I can find. Yes, I know you don't need a visa for a 90 day visit.
