I worked with a surgeon from Ukraine in a hospital in California and I considered him very competent. Foreign doctors are typically required to complete some residency training in the US to get licensed.
As for Ukrainians and theyr paranoia about cold causing illness, I just tell them that if this were true, all the eskimos would be long dead. I also ask them why there is so much disease in nice, sunny Africa.
