My girlfriend and I went to Egypt for 7 days just over a month ago now. We flew from Kyiv on a charter flight. She had to have an external passport (like our American passports) from Ukraine. Upon arrival I purchased two visas at a currency exchange stand for roughly $15/each prior to going through passport control. We then licked them (they look like little postage stamps) and placed them in our passports. Then on through passport control to retrieve our luggage. Almost as efficient as the Turkish system in Istanbul.
