A recent PBS Television special showed Kyiv as one of the most expensive places in the world to visit. They were in the top 10.
Perhaps it shouldn't cost as much as it does in the U.S. or Canada but they have learned very quickly that a two price system works well for them, as it once did and to some extent still does in Mexico.
We now refuse to rent out the $30.00 apartments because they are of such poor quality.
I have had people contact me after visiting Ukraine and complaining that they had booked their apartment with another agency (located in Ukraine) and were sorely disappointed with the quality of the apartment. It was cheap, by our standards, but in terrible condition.
So even though it shouldn't cost the same as it does in North America....it does and sometimes even more!

: Ukraine is a third world country with an infrastructure that's falling apart. Do you really think apartments should cost the same as the USA? You should get real - maybe you'd like to pay US prices for food and drink, entertainment and so on. And don't forget to add 15% to every bill. Duh!!!!
