Firstly, so you don't think l'm making this up, go to Google.com and type in "car registration Vanuatu"
or see:
http://www.gtgroup.com.vu/vanuatu_car_registration.htm
Here's the deal:
1) Buy a tax free new car (or used car)in Germany, Belgium, etc. (the car can be any type, age, engine size; it makes no difference in cost)
2)sent off papers and money to register the car in Vanuatu
3)Two months pass...you get the license plates, registration sticker, etc.
4)Put them on the car; you have a legally registered car!
Use it around Europe/Ukraine without paying the crazy car prices or insane import taxes of Ukraine; and without paying the VAT on a new car from Europe. Also, Vanuatu's yearly registration costs are low compared to EU countries.
Just imagine the custom officer's face at the border driving in with a Vanuatu plated car. (forgot the money you save, it might be worth doing for that reason alone!)
The other thing to note as a foreigner in Ukraine you cannot buy a car without visa registration, which you cannot get unless you've been in Ukraine for an uniterupted 6 month period (something that many foreigners living in Ukraine don't get to do). I know people here who are bribing to get visa registration. Why? Apart from buying a car, for example most banks in Simferopol will not let you open an account without it (they still think it's the 1990's when you needed to register within 3 days of arrival; so for the banks no visa regaistration means you're not legally in Ukraine). Even if you do register and then buy a car, as a foreigner you don't get a permanent 'tech passport' for the car, but rather temporary one that needs to be renewed (i.e. more red tape, problems, hassles, bribes, etc.).
So, the 'Vanuatu Option' is looking tempting from here. So, go on; tell me why it's not a good idea.

P.S. Anyone know what the 'oval sticker' letter code is for Vanuatu...and where l can buy one?!?!
