Yes, all of this is true, you will have regular road blocks outside of towns, police will pull over all foreign cars and check your papers, they will be pretty pushy about getting a bribe, in towns they will try to say you violated some minor traffic rule, (Ukraine has an amazing amount of traffic rules, at least 10 times more than most countries), most of them you never heard of. It's up to you if this is worth the trouble vrs convenience of having a car, also make VERY sure your car is secure, otherwise it may not be there in the morning. However, don't worry Ukraine will soon be in the EU and these problems eill go away.
