being that there is very few visitors in smaller cities I would find it harder to hear of stories from there but my experience(common sense) is that in cities that are not frequented by toursts there would be less crime on foreigners simply because for young thug gangs to form they need prey and who will they find in smaller city? Also I doubt they would stalk in the center because if you have never seen it, center very small in small cities(a few blocks)
