If you want your marriage registered in the UK, you need an apostille for your marriage certificate. You can get this apostille at the ministery of Justice.

In the UK, you need to get both the certificate and the apostille translated by a certified translator.

I don't know why you need to go to foreign affairs... quite odd. We were married last year, also have that certificate, and that's it.
