YES, THATS WHAT I SAY. TOURIST LOCATIONS WHERE FOREIGNERS GO FOR SHORT STAYS AROUND THE WORLD HAVE SIMILAR PROBLEMS. FOREIGNERS ARE SEEN AS RICH SO THEY ARE DESIRABLE TARGETS, BUT REMEMBER "NEW RUSIANS" DO NOT WALK ALONE HOE AT NIGHT, THEY DRIVE,ETC. THE LACK OF SUPPORT GROUP THAT A 2 WK TURIST HAS MAKES HIM IDEAL FOR VICTIM.
ALSO KIEV EXPATS MIGHT ACTUALLY SCARE OFF THUGS SOMETIMES BECAUSE AN EXPAT ATTACKED IN KIEV MIGHT HAVE SUPPORT GROUP, LIKE SECURITY FORCE PROCTOR AND GAMBLE(THEIR OWN BRUTE SQUAD, MY COMPANY HAD THERE OWN FORCE). ALSO SINCE THEY ARE STAYING AROUND ITS MORE LIKELY THAT THEY WILL REPORT CRIME AND ROBBERS WILL GET CAUGHT.
