There are many Ukrainains who came to Chicago in the past 14 years on a visitor Visa and they did not return. They are still here on expired visitor visa and expired Ukrainian passport. If the percentage of returns to Ukraine were better, then it would be easier for more to get a visitor visa.
Hopefully the US State Dept will risk widening or relaxing the requirements and then watch the results to see if enough return before their Visa expires.

The route to EU membership usually requires first a certain level of NATO readiness and compatable intergration. Before inviting a country to share financialy I guess its best be stable and secure to help guarantee the financial investments. NATO integration makes that stability. After achieving NATO integration then next comes the process into EU membership.
