Romania is different from Ukraine, it's slated for membership in EU in just 2 more years. The number of Ukrainians illegally entering EU space is staggering and a matter of big public controversy, see the following link:

Maybe the reason your friend was denied a visa was because he owned two companies in the US, remember yoo're not supposed to be seeking employment, on the other hand, whenever I'm on a plane leaving Ukraine bound for somewhere in Ukraine, a lot of the plane has Ukrainian passengers, so some are getting visas
