I am here not to make a lobby for any particular financial institution. I confirm that Multibanka bank is a really working scheme for at least 8 years.

Multibanka has tightened the application process couple of years ago. It is mandatory to present an applicant's passport to open the account. Regarding mafia connections - it is paranoic statement. Latvia is EU member and all transactions and papers are transparent.

Mark, you have a talant to make a sound statements regarding things you know nothing about. Maybe, it comes from your "smartest kid in town" childhood :) You forget that this topic is not about you, who, as an US citizen, has a "privilege" to open bank accounts worldwide. Also, we are here not to compare the capitals of major world banks with Latvian banks. It is incomparable.

I think that Latvian banks is a good choice for Ukraine citizen with moderate amount of money.
