Hi, Rob your a bit touchy. Also I hate repeating myself as well - namely I have encountered men checking receipts in Odessa. I wouldn't say it happens everywhere in Ukraine but in Odessa I have seen them at some Supermarkets - particularly the big supermarket based in the new Shopping Mall between the Intalian Steakhouse and Privat Bank.
Finally I have nothing against men in black. Black looks fine, I love black jeans and leather jackets myself. But for foreigners visiting Ukraine its good to pass any useful tips like dress code.
