There are no requirements that I know of as far as residency goes. The embassy in Warsaw is the one that has been handling the petitions from Ukraine. The embassy in Kiev is supposed to take over that but I don't think they have done so yet.
I asked them for a list of requirements last year and nothing was said of residency or anything else of that nature. I'll ask again to make sure. I still have a few months to go before going back to Kharkov and I'll make sure beforehand.
