Look at US consulate web pages ( Kiev and Warsaw); perhaps the answer is there. In year 2000 I filed I-129f for K1 at Warsaw. The consulate at Warsaw in 2000 had information about DCF that I needed to reside in Poland for one year, have some work that fixed me in Poland.
Consulate in Romania does DCF only in rare emergencies per there web page. In 2000 the requirements were more relaxed.
Perhaps Stephen has lived in Poland for some time or has some employment with an officially recognized organization that qualifies him for DCF!!??
