Yes. The direct consulate filing is much quicker than any other path; if allowed. Make sure you qualify for this fastest processing route, before marriage. Yes. The Texas service center is grossly unfairly extremely slow compared to other areas of the USA. I know personally from friends who have family in that area. Naturalization took 3 years to process after filing till interview, and another year till oath and citizenship. Sister filed same time in Chicago and received citizenship in less than a year. Virtually identical cases except one sister moved to Texas area after getting green card.
