This is wrong. People in western Ukraine speak Ukrainian as their native language. Also, people in all small towns and viallages throughout Ukraine speak Ukrainian as their main language.
Everywhere, except Crimea you will find all signs in Ukrainian.
If you are only going to Kiev, however, you are probably better off with a Russian dictionary as most people speak Russian.
