RW, the problem that KBP or Odessa airport don't put stamp in passport, they have to ask if you already did it.
OVIR (local register office) puts stamp. You have to bring them your internal passport and document from ZEK (apartment office) that you unregister from your ukrainian apartment.
By the way, to unregister from your apartment doesn't mean that you lose it- you still its owner (if you privatized it).
Advantage of this stamp is that you can register at ukrainian embassy and if you need to change your expired travel passport you can do it being in USA.
Actually if you unregister from your ukrainian apartment and in this apartment registered other your family, they will pay a little less for communal service monthly.
Disadvantage: you don't have your internal pasport and procedure takes about 1 month.

P.S. I share your opinion about customer service at KBP. We have a joke, that our customer service are the most sincere people- if they smile to you- they REALLY like you:-)
