Didn't you know that more than 95% of Ukrainians are denied visas to the USA?
Your Mother-in-Law has slim chances to get a visa.
Forget about sending her some money or getting her papers of the ownership. This won't help.
Though, there is a way to help her...
Go and see your senator or congressman you voted for and complain about "this violation of human rights". One tel. call from a senator to the US Consulate in Kiev and she will get a visa.
