Visit Ukraine and some other countries in the region first before making decision. Than you must apply at Ukrainian embassy or consulate. Unless you are qualify for refuge status you cannot apply in Ukraine. I don't think that Lugansk is a good city for retirement. Ukrainian retires if they have money are looking places away from industrial zone. Usually they are buying something in Crimea. If you are seeking cheaper prices for real estate western, southwestern (Odessa, Kherson) or central Ukraine may be good for you.
