Like most countries, Ukraine has a schedule of fees based on how quickly you need the passport processed and returned.
It can take as long as several months (figure on 3 months) and cost as little as $20 USD (100 Hr.) If you want it expedited, it can take as little as a couple of weeks and cost as much as 500 Hr ($100).
It should not cost any more than that.
