And did you ask your friend the simple, obvious questions about what the money will be used for?
I can tell you that it is virtually impossible for a young, single Ukrainian to obtain a US visa unless they can show proof of extremely strong ties (business, family, etc.) to Ukraine that will serve to gaurantee that they will return there.
I would be extreemely cautious unless you just have $200 to burn. There is an excellent chance you're getting scammed.
