I think your request for sources is a fair question. However, your accusing me of posting an "alarmist message" without first seeing what those sources are sounds judgmental to me. Nevertheless, assuming that I have misinterpreted the tone of your query and for the sake of all interested BRAMA participants, here is my response.

My first source are two press releases on the US Embassy's website. One states, "A type of crime that appears to be becoming more prevalent is credit card and ATM fraud. It is highly recommended that visitors and permanent residents of Ukraine refrain from using credit cards or ATM cards as much as possible. Even restaurants, hotels and large department stores have been known to be subject to theft of credit card numbers, which are then either used immediately or sold." My second source of information comes from an English translation of an article which appeared in a Ukrainian newspaper called "Facts and Comments". The article basically says that thieves are regularly using Lebanese Loops, Wedges and Overlays and that the problem is more severe than Ukrainian banks have been willing to admit. My Ukrainian significant other is the one who read the article and then later told me about it.

My third source is certain posts to this message board (e.g., http://www.brama.com/travel/messages/26089.html .) A search of this message board will reveal several other similar comments.

My fourth source is a collection of articles which mainly just confirm the first three sources and indicate that ATM fraud is, to some extent, a world-wide problem. Some of these articles also offer solutions for protecting oneself. A few of these articles (including two about ATM fraud in Britain and Australia) are at:
