Here is an excerpt from the US STate Department's website that describes it, "At the time the travel document is issued, a special stamp is put in it showing that the child is departing Ukraine for permanent residence abroad. It is called a "PMZh-stamp" in Ukrainian, and it is a mandatory stamp for all emigrants."

In this instance, it is referring to adoption procedures, but you see the implications for all Ukrainian emigrants.

You can also use the 'Search' function on this board with the search term "PMZh" and you will return dozens of messages that have been posted on the topic.
