Yet another dimension enters into this news policy. While I would assume that this new policy does not apply only in the case of religous institutions, there is an added complication when it comes to exactly who collects the proceeds.

It is true that ownership of the Lavra is claimed by the Russian Orthodox Church (Moscow Patriarchate). That means that as a religious organizations they do not pay taxes in Ukraine. Not only do they not pay taxes to the Ukrainian government, but since the owners are in Moscow, they also repatriate whatever proceeds they collect to Russia.

So, this is a triple whammy for Ukrainians.
1) They get no tax revenue.
2) The revenues are sent off to Moscow.
3) And now to top it off, Ukrainians citizens have to pay premium rates to get past the gates.

: I agree that , unfair as it first looks.

: AS mention above the average wage ( if they get paid at all during the month ) is very low compared to the west.

: The government should have left it alone.
