Your are correct they like the dollar and or Euro notes to be exchanged for local currency to be new looking and not marked , worn or torn.

I didn't encounter any problems when i exchanged notes less the dominations you mentioned.

I exchanged 6 US $5 Notes , 2 $10 notes and 3 $20 notes in Uzgorod for local currency and encountered no problems.
