I tried my best to help you from the information you gave. Sorry if it didn't help.
Just try to explain better and you will get probably more useful information.

The other posibility than to travel from Feodosia - to apply to local ZAGS where she lives now and let those clerks to apply in official way for such information and to wait for couple months for the results.

I had to travel 500 km for the birth sertificate as well. And everybody does. People even come to/from Russia Vladivostok as my friend did. As she couldn't get her papers for 1 year!

So good luck to you! One has nothing if does nothing!
