I use Western Union to send money to my fiancee every month without a problem. This is the process I use: I got to my local western union and fill out the transfer slip. The transfer slip requires you to fill in her name as shown on her passport. You will also have to give the city and country that the person will pick up the money. Then Western Union will give you a 10 digit code for the person to claim the money with.
If the person picking up the money does not have a passport or acceptable identification, there is the option to have the person answer a question. You would supply the question and answer when you fill out the transfer slip. I think the answer can only be up to 4 letters. For example, "What is the name of your dog? [Jim]".
With this, the person will be asked the question when he/she goes to pick up the money.
I trust Western Union as oppossed to private banks. In fact, my bank charges $30 dollars to wire money and does not insure that it will arrive. I hope this helps.
