Let's correct the list for Ukrainian passport holders (only countries I know!):
: Antilles islands (Netherlands - Netherlands visa)
: Bulgaria - $55 for visa, easy to get
: Hungary (no visa, voucher is required)
: Dominican republic
: Egypt (airport visa for tourists (except Cairo - one needs visa, unless they are taking 1 day tour to pyramids)
: Cyprus (visa required, some can get at the airport if you are using certain tourcompanies to arrange your staying there, for the rest - apply at the Embassy)
: Maldives
: Malta
: Nepal - visa required
: UAE (airport visa upon previous agreement with tourist agency (like Cypros) difficult to obtain for single ladies travelling alone (it means without family or husband), almost impossible)
: Poland
: Romania
: Slovakia (visa required, level of difficulty to get it - medium)
: Turkey (airport visa)
: Czech Republic (visa required - medium difficulty)
: Yugoslavia (there is no Yugodlavia any more)
I can add also Tunisia
Thailand
And one notice: if your friend is planning to apply for US visa in future better to avoid such countries as Egypt, UAE...
Thailand and Malta is the best option.
