I've learned the hard way that is is almost always (maybe ALWAYS!) useful to understand the context of the topic, hence, my providing the link to the Ukrainian consultate website. Taras, just like everyone else, is going to have to meet these requirements - and armed with the fundamental requirements, the consumer is better-equipped to judge the different services and their relative values.
