Yes, it is possible to APPLY for such a visa. I assume that by "departure" you mean from your country, and not departing the Ukraine.
Don't you just think it is wise to make reservations in advance for whenever you travel a long distance to a place you are not familiar with? Sometimes people motor around Europe and try to stop at a hotel (they hope) along the way, but you are always taking a chance even when you know what you are doing. Of course, the time of season and any local events will bear on this as well. But, having a reservation also helps cut down the visa hassle -- so what the heck, is one night in a hotel going to kill you?

: As you have to register, you cannot cheat Ukrainian authorities... so will the embassy allow you to have this damn visa, if you stay for less than a week (the return flight ticket can prove it, for example) in the same town ?
