It is possible to open your own business, things are changing to better over there. Of course it'll be easier if your wife helps you to deal with it. Andy gave a good advice - stick to large cities.
By the way, I've also decided to move back to Ukraine, have been living in US for 4 years(I'm Ukrainian). Don't worry, it's possible to live there, though it won't be easy. Conserning language, try to learn Russian, I believe it'll be more useful if you plan to live in Kiev.

I would be willing to put the effort, but from what I have heard, it is difficult to start a business because of the government bureaucracy and/or organized crime getting involved.
