In fact, it is not that difficult to start a business in Ukraine, especially in major cities. The regulation for most business types is bearable, and in most cases you would not have to deal with direct threat-based extortion. Foreign-owned businesses, especially customer-oriented ones are still somewhat of a novelty in Ukraine, which may actually be to your advantage- people would sometimes deal with you just out of curiosity. If you are white, you should generally expect to be treated well and with respect, if not, well, things could be harder for you then. At any rate, I believe that it is possible for a hardworking American to make a living in Ukraine, provided he has some sort of insurance in form of savings or other assets.

I would be willing to put the effort, but from what I have heard, it is difficult to start a business because of the government bureaucracy and/or organized crime getting involved. Maybe things have changed?
