There is such a site but it is in Russian. I tried to find your friends' phone number and this is what came out of it:
There are two people under the name of Yelena (Olena) Sharova living in Kharkov. Their phone numbers are:
380-572-27-78-45
380-572-37-46-14
But there is no directory for Alchevsk on the internet. you can call the operator in Alchevsk and ask for their phone number but you have to speak Russian or Ukrainian. To reach Alchevsk inquiry office - call 380-6442-22222 and ask the operator for the phone numbers f your friends.
