If I were you, I would watch my butt in Lugansk. Lot of scammers. The economy is poor and there a lot of jobless people. Most streets are poorly lit and tourists are easy targets for locals. They are aware that tourists carry a lot of money. Keep all your money and passport in a money belt and about $30-$40 in your front pocket. I would advise you to carry only a few valuables which you think are absolutely necessary. Stay off the streets at night time. Just use common sense.
