What is your source for this information? My wife is a Ukraine citizen who just returned from a month's visit in Kiev and Chernovtsy. She says the law has not changed. It is still a crime for private citizens to exchange dollars for local currency. She says private citizens do make exchanges often, but it is done in private place and not on the street. Before anyone tries an exchange on the street, I suggest checking the legality of doing so. As a foreigner, I would not relish spending my vacation (and perhaps a little longer) in a UKraine jail. There is no such thing as a right to a speedy trial in Ukraine.
