If you have a foriegn passport you are directed to a teller (It was Located in the main booking hall but this was being renovated and it was shifted to an office near the Metro). I can not comment on the University Booking Office as I have not been there. But I can say that the ladies behind the counter are good at understanding english speaking tourists.
