Of course, you can take your baby THERE. Remeber there are millions of babies in Ukraine, including mine. Also, you dont need to take extra diapers,etc. There are everything there. It looks like COMMON american, who thinks that rest of the world is a jungle, scared you. Remember, we had civilization here, when indians lived in America. Just dont worry, you will love it here. Just check the weather forecast at the time of your visit and take necessary clothes for the baby, such things are more expensive in Ukraine than US. I am also a foreigner, but never saw any vandalism here in Ukraine. It is absolutely safer in Kiev than in New York.
